The Role of Design Thinking in Entrepreneurship

While critical thinking provides an analytical framework, design thinking complements it by fostering creativity and a user-centered approach to problem-solving. Design thinking is an iterative process that emphasizes understanding the user’s needs, ideating potential solutions, prototyping, and testing those solutions in real-world scenarios. According to Digital Regenesys, design thinking helps entrepreneurs develop innovative products and services that are tailored to user needs, ensuring market relevance.

In entrepreneurship, the importance of empathy—a core component of design thinking—cannot be overstated. Entrepreneurs who apply empathy in their ventures are better equipped to understand customer pain points and create solutions that meet real-world demands. MIT ID Innovation highlights that by focusing on human-centered design, entrepreneurs can identify problems that are often overlooked and develop creative solutions that add value to the user experience.

The design thinking process is structured around five key stages:

Empathize: Understand the needs of users through observation and research.

Define: Clearly articulate the problem based on insights from the empathy stage.

Ideate: Brainstorm a wide range of creative solutions.

Prototype: Develop tangible models or mock-ups of the solutions.

Test: Test the prototypes with users, gather feedback, and refine the product.

This iterative process ensures that entrepreneurs do not jump to conclusions but instead explore various possibilities before settling on a final product. It also allows for continuous improvement based on user feedback, a critical factor in the success of new ventures.

Integrating Critical and Design Thinking in Education

Educational institutions are increasingly incorporating both critical and design thinking into entrepreneurship curricula. The combination of these approaches equips students with a balanced skill set that includes both analytical rigor and creative problem-solving. According to Edtech Class, teaching entrepreneurship through design thinking in the classroom helps students develop critical skills such as creativity, problem-solving, and teamwork.

One example of this integration is the Design Thinking for Entrepreneurial Approach developed by EAE Business School, which demonstrates that students who engage in design thinking-based entrepreneurship education report a greater ability to generate innovative ideas and solve complex business problems. Similarly, a study published in The Design Journal noted that design thinking fosters entrepreneurial attitudes such as creativity and self-confidence, which are crucial for startup success.

Moreover, the research by Napier University suggests that incorporating design thinking into entrepreneurship education enhances students’ ability to work collaboratively, adapt to change, and innovate in response to real-world challenges.

Practical Applications of Critical and Design Thinking

Many successful entrepreneurs and startups attribute their success to the integration of critical and design thinking. For instance, companies like Airbnb and IDEO have famously used design thinking to solve customer pain points and scale their businesses. By empathizing with users and continuously iterating on their offerings, these companies have managed to create products and services that are both innovative and user-friendly.

Entrepreneurs who combine critical and design thinking are better positioned to identify opportunities, mitigate risks, and create sustainable business models. The ability to think critically ensures that they make informed decisions, while design thinking encourages them to approach problems with creativity and empathy, ensuring that their solutions resonate with customers.

Conclusion

Critical and design thinking are indispensable tools for modern entrepreneurs. Critical thinking provides the analytical framework for evaluating problems and making informed decisions, while design thinking fosters creativity and user-centered innovation. When integrated into entrepreneurship education, these approaches equip young entrepreneurs with the skills they need to navigate the complexities of the business world and create solutions that are both innovative and sustainable.

By adopting these methods, entrepreneurs can not only solve immediate problems but also anticipate future challenges, ensuring long-term success in an increasingly competitive market.

References

VassarSpaces. It defines entrepreneurship broadly, not only as the creation of new businesses but also as a mindset that enables individuals to transform ideas into action, solve problems, and create social and economic value.

EntreComp outlines 15 competencies that are organized into three interconnected areas:

Ideas and Opportunities: This area focuses on the ability to spot opportunities, generate creative ideas, and assess and evaluate them in terms of feasibility and impact.

Resources: This area emphasizes the need to mobilize and manage resources effectively, including personal strengths, knowledge, and financial assets.

Into Action: This area centers on turning ideas into action by setting goals, managing uncertainty, working with others, and achieving results.

Each of these competencies is further broken down into different levels of proficiency, making the framework adaptable for learners at all stages—from beginners to advanced entrepreneurs.

The goal of EntreComp is to help individuals develop an entrepreneurial mindset that can be applied across all walks of life, from starting a business to contributing innovatively within existing organizations. The framework is designed to be flexible, allowing educators, policymakers, businesses, and civil society organizations to tailor it to their specific needs.

Application of EntreComp Across Europe

EntreComp has been widely adopted across Europe as a foundational framework for developing entrepreneurship skills, not only in business contexts but also in education, training, and social initiatives. In particular, it has become a reference point for educators and policymakers who are looking to integrate entrepreneurship education into curricula at all levels—from primary schools to universities and vocational training programs.

A 2018 report by the Joint Research Centre of the European Commission highlighted the growing use of EntreComp in diverse settings across Europe. The report found that EntreComp had been incorporated into more than 50 education and training initiatives in EU countries, with the goal of improving entrepreneurial competencies among students, job seekers, and employees.

For instance, in Spain, EntreComp has been embedded into the curriculum of the Basque Country’s Vocational Education and Training (VET) programs. The region’s VET schools have used the framework to develop a range of learning modules that help students build entrepreneurial skills, particularly in problem-solving, teamwork, and creative thinking. In 2020, the Basque VET System reported that over 85% of its students had received training based on the EntreComp framework, and many had gone on to start their own businesses or contribute innovatively to their workplaces.

Similarly, in Finland, EntreComp has been integrated into the “StartUp Refugees” initiative, which aims to help refugees and migrants develop the entrepreneurial skills needed to succeed in Europe’s labor market. The program uses EntreComp to structure its training modules on idea generation, resource management, and business development. Since its inception, more than 500 refugees have completed the program, with many launching their own businesses or securing employment.

Impact of EntreComp in Entrepreneurship Education and Training

One of the key areas where EntreComp has had a measurable impact is in entrepreneurship education. According to a 2021 European Commission report, more than 70% of EU member states have adopted policies to integrate entrepreneurship education into their national curricula, using EntreComp as a guiding framework. This has led to a surge in the number of young people receiving entrepreneurial training at schools and universities.

In particular, Entrepreneurship Education in European Schools, a project funded by Erasmus+, has aligned its programs with the EntreComp framework. The initiative has reached over 1.5 million students across the EU, equipping them with the skills to think creatively, manage resources, and turn their ideas into action. The project has been particularly successful in fostering an entrepreneurial spirit among secondary school students, with 30% of participants indicating that they are likely to pursue entrepreneurship as a career following their education.

Moreover, EntreComp has been widely used in adult learning and lifelong education. A notable example is the “EntreComp Europe” project, a multi-country initiative that provides adult learners with entrepreneurial training through workshops, online courses, and mentoring programs. This project has reached over 10,000 adults in Belgium, Italy, the Netherlands, and Spain, helping them develop entrepreneurial competencies that can be applied in various contexts, including social enterprises, non-profits, and corporate environments.

Challenges and Opportunities in Implementing EntreComp

While EntreComp has made significant strides in fostering entrepreneurship skills across Europe, its implementation is not without challenges. One of the key issues is the need for greater awareness and understanding of the framework among educators and policymakers. A 2020 study by the European Training Foundation (ETF) found that while many educators recognize the value of entrepreneurship education, there is still a lack of training on how to effectively integrate EntreComp into teaching practices.

To address this, the European Commission has developed a range of tools and resources to support educators in using EntreComp. These include the EntreComp Playbook, which provides practical guidance on how to implement the framework in different educational settings, and the EntreComp into Action toolkit, which offers real-life examples of how the framework can be applied in entrepreneurship training.

Despite these challenges, the opportunities for scaling EntreComp across different sectors remain vast. As the demand for entrepreneurial skills grows in response to economic shifts and technological advances, EntreComp provides a flexible and comprehensive framework that can be adapted to a wide range of contexts, from traditional business environments to social innovation and community development.

The Future of EntreComp

Looking forward, the European Commission aims to expand the reach of EntreComp by encouraging its adoption in new areas such as digital entrepreneurship and green entrepreneurship. These emerging fields require a specific set of entrepreneurial skills, including digital literacy, sustainability practices, and innovation management—competencies that EntreComp is well-positioned to address.

Furthermore, the European Skills Agenda for 2025 emphasizes the need to build entrepreneurial skills as a critical component of the EU’s strategy for economic recovery and growth. EntreComp will play a central role in this agenda by helping individuals, businesses, and communities develop the competencies needed to adapt to changing market conditions and create new opportunities in a post-pandemic world.

EntreComp’s Role in Shaping the Future of Entrepreneurship

The Entrepreneurship Competence Framework (EntreComp) has proven to be a powerful tool for fostering entrepreneurial skills across Europe. Its comprehensive structure, flexibility, and adaptability have made it an essential resource for educators, policymakers, and businesses alike. By providing individuals with the competencies needed to transform ideas into action, manage resources, and create value, EntreComp is helping to build a more innovative, entrepreneurial Europe.

As the EU continues to prioritize entrepreneurship as a key driver of economic growth, the role of EntreComp will only grow in importance. Launched in 2009, EYE is a cross-border exchange initiative that helps new or aspiring entrepreneurs acquire business skills by working alongside experienced entrepreneurs in another EU country. The program aims to foster entrepreneurship, competitiveness, internationalization, and growth of startups and SMEs throughout the EU.

Through EYE, young entrepreneurs can spend up to six months with a host entrepreneur, learning how to manage a business, improve their business plan, and gain insight into new markets. The program also encourages cross-border collaboration, helping entrepreneurs build international networks that are vital for business success in today’s globalized economy. According to the European Commission, by 2022, Erasmus for Young Entrepreneurs had facilitated over 10,000 exchanges, benefiting both new and experienced entrepreneurs across the EU and its neighboring countries.

A survey conducted by the European Commission showed that nearly 87% of participants reported significant improvements in their entrepreneurial skills after participating in the program, and 64% of new entrepreneurs went on to create their own businesses following their exchange. Moreover, 60% of participants reported that the program helped them access new international markets, underlining the program’s role in fostering cross-border business opportunities.

Entrepreneurship is a powerful driver of economic growth, innovation, and social development, but for young women, the path to entrepreneurship is often filled with unique challenges. These barriers, including limited access to finance, societal expectations, and a lack of mentorship, prevent many young women from starting and growing their businesses. Moreover, in regions such as the South Caucasus, where economies are smaller and more fragmented, young women face additional difficulties in accessing international markets and forming cross-border collaborations. This article examines the global trends in young women’s entrepreneurship, with a focus on the South Caucasus, and explores how education, mentorship, and cross-border collaboration can unlock their potential.

The Global Landscape of Young Women Entrepreneurs

Globally, female entrepreneurship is rising, but young women remain underrepresented in the entrepreneurial ecosystem. According to the World Economic Forum, more young women are pursuing entrepreneurship as a career, driven by the rise of the digital economy and better access to education. However, systemic barriers continue to limit their participation. One of the biggest challenges is access to finance. Women are significantly less likely than men to secure funding, often facing gender biases in the venture capital and banking sectors. Research highlights that even when women-led businesses are just as viable as their male counterparts, they receive disproportionately less investment.

Cultural and societal expectations further complicate the situation for young women. In conservative societies, young women are often expected to prioritize family obligations over career ambitions, which discourages them from taking the risks associated with entrepreneurship. This is especially true in regions like the Middle East, North Africa, and parts of Asia, where social norms and traditional gender roles limit women’s participation in both the workforce and entrepreneurship.

Women entrepreneurs also face the challenge of limited access to mentorship and business networks. Studies show that women are less likely to have access to the same professional networks as men, which hinders their ability to grow their businesses. Networks provide critical opportunities for collaboration, knowledge exchange, and access to markets—resources that are essential for entrepreneurial success.

The Role of Education in Empowering Young Women Entrepreneurs

Education plays a pivotal role in overcoming these barriers by equipping young women with the skills, knowledge, and confidence needed to start and run businesses. Entrepreneurial education is especially powerful in addressing the challenges that women face in accessing finance and scaling their ventures. Women who receive training in areas such as business management, financial planning, and leadership are more likely to launch successful businesses.

Programs that offer entrepreneurial education tailored specifically to young women are essential. The World Economic Forum emphasizes that women with higher education and targeted entrepreneurial training are more likely to pursue entrepreneurship, largely because these programs provide them with the tools to navigate the complexities of the business world. Educational programs that focus on leadership, self-efficacy, and risk management are particularly effective in building the confidence young women need to succeed.

In addition to formal education, training programs offered by organizations like Youth Business International are instrumental in providing young women with practical skills, mentorship, and access to finance. These programs address the structural barriers to entrepreneurship, offering young women the support they need to launch and grow their businesses.

Cross-Border Collaboration and International Opportunities for Women Entrepreneurs in the South Caucasus

In the South Caucasus, which includes Armenia, Azerbaijan, and Georgia, young women entrepreneurs face a unique set of challenges shaped by the region’s geopolitical landscape and economic conditions. Cross-border collaboration and international support are essential for fostering entrepreneurship in this region, where market fragmentation and limited economic integration can stifle business growth.

Cross-border collaboration offers young women in the South Caucasus the opportunity to expand their customer base, share resources, and access international markets. This is particularly important given the small size of the individual economies in the region. By working across borders, young women entrepreneurs can overcome some of the challenges posed by limited local markets and fragmented economies. However, political tensions between countries, particularly Armenia and Azerbaijan, can make cross-border collaboration more difficult.

The European Union (EU) has played a pivotal role in promoting entrepreneurship and cross-border collaboration in the South Caucasus. Through initiatives like EU4Youth, the EU has provided training, mentorship, and financial support to young entrepreneurs, helping them scale their businesses and form international partnerships. EU4Youth is particularly focused on fostering youth employment and entrepreneurship in the Eastern Partnership countries, including Armenia, Azerbaijan, and Georgia, by providing young people with the skills needed to succeed in competitive markets.

Another key EU-funded initiative is the EU4Business: Connecting Companies (EU4BCC) project, which links businesses across borders and provides financial support for small and medium-sized enterprises (SMEs). This program enables young women entrepreneurs to learn from peers in other countries, participate in trade fairs, and form valuable partnerships, helping them grow their businesses on an international scale.

In Georgia, the ICC Centre of Entrepreneurship, launched in partnership with the EU and the International Chamber of Commerce (ICC), supports young entrepreneurs and small businesses by providing mentorship, business development services, and capacity-building initiatives. The center’s focus on international market access and mentorship has proven invaluable for young women entrepreneurs, particularly those in the technology and creative industries.

Key Initiatives Supporting Young Women Entrepreneurs

The success of cross-border collaboration and international opportunities for women entrepreneurs in the South Caucasus is underpinned by several key initiatives. For example, the Caucasus Agriculture Development Project run by CARE Caucasus supports young women entrepreneurs in developing sustainable agricultural businesses across Armenia, Azerbaijan, and Georgia. By promoting regional cooperation and providing access to international markets, this project helps young women overcome the structural barriers that typically prevent them from scaling their agricultural ventures.

The Private Sector Development and Technical Vocational Education and Training (PSDTVET) project, implemented by the German Agency for International Cooperation (GIZ), focuses on equipping young women with the skills they need to succeed in business. By aligning vocational education with private sector needs, this program ensures that young women in Armenia, Georgia, and Azerbaijan are prepared for careers in industries like IT and agriculture. The program also facilitates internships and apprenticeships, providing young women with practical experience and connections to cross-border markets.

The South Caucasus, comprising Armenia, Azerbaijan, and Georgia, has become an increasingly dynamic region for young entrepreneurs seeking to develop their businesses and access international markets. However, despite the region’s vast potential, high youth unemployment rates and limited economic opportunities remain significant challenges. According to the World Bank, tackling unemployment and fostering entrepreneurship are critical for addressing the jobs challenge in the region, particularly in Georgia, where youth unemployment is a major barrier to sustainable economic growth [1]. To address these issues, cross-border collaboration and international support, particularly from the European Union (EU) and other global organizations, have been pivotal in promoting entrepreneurship and providing young entrepreneurs with growth opportunities. This article explores key initiatives, real-world examples, and EU-funded programs that are helping to shape the entrepreneurial ecosystem in the South Caucasus.

Cross-border collaboration in the South Caucasus is essential for young entrepreneurs due to the region’s small and fragmented markets. Working across borders allows entrepreneurs to expand their customer base, share resources, and exchange knowledge. Collaboration across Armenia, Azerbaijan, and Georgia also helps foster regional integration, reduce political tensions, and promote economic development.

The geopolitical tensions that have historically divided the region present challenges, but international projects and organizations are working to overcome these obstacles by creating platforms for cooperation. Regional integration is particularly crucial for startups and small and medium-sized enterprises (SMEs) that lack the resources to thrive in isolated markets. For example, initiatives that encourage cross-border partnerships between entrepreneurs from Armenia, Azerbaijan, and Georgia help address common challenges like limited access to capital, skills, and international markets.

EU-Funded Opportunities for Young Entrepreneurs

The European Union has played a significant role in promoting entrepreneurship and economic collaboration in the South Caucasus. Through various EU-funded initiatives, young entrepreneurs in the region have gained access to training, mentorship, and financial support, empowering them to scale their businesses and expand across borders.

One such initiative is the EU4Youth program, which aims to foster youth employment and entrepreneurship in the Eastern Partnership countries, including Armenia, Azerbaijan, and Georgia. The program focuses on equipping young people with the skills needed to succeed in today’s competitive markets, and it has specifically supported cross-border collaboration through activities like startup accelerators, mentoring programs, and workshops [2].

The EU4Business: Connecting Companies (EU4BCC) project is another EU-funded initiative that helps young entrepreneurs in the South Caucasus. This program connects businesses across borders, allowing entrepreneurs to learn from their counterparts in other countries. It also provides financial support for SMEs, helping them to access new markets and improve their competitiveness. By participating in EU4BCC, young entrepreneurs can benefit from networking opportunities, trade fairs, and international partnerships, which are critical for business growth in the globalized economy [3].

In Georgia, the ICC Centre of Entrepreneurship, launched in partnership with the EU and International Chamber of Commerce (ICC), provides support for young entrepreneurs and small businesses in the Caucasus region. The center focuses on offering mentorship, business development services, and capacity-building initiatives aimed at fostering entrepreneurial skills and promoting international market access. This project underscores the EU’s commitment to developing the region’s entrepreneurial ecosystem and facilitating cross-border collaboration [4].

One successful example of cross-border collaboration is the Caucasus Agriculture Development Project run by CARE Caucasus. This initiative works with young entrepreneurs in rural areas of Georgia, Armenia, and Azerbaijan, helping them to develop sustainable agricultural businesses. By promoting regional cooperation, the project enhances knowledge sharing and provides access to international markets for agricultural products. CARE Caucasus focuses on empowering young farmers by providing technical assistance, fostering innovation, and building partnerships with regional and international stakeholders [5].

Another notable initiative is the Private Sector Development and Technical Vocational Education and Training (PSDTVET) project, implemented by the German Agency for International Cooperation (GIZ). This program promotes the development of entrepreneurial skills among young people in Armenia, Georgia, and Azerbaijan. PSDTVET focuses on aligning vocational education with the needs of the private sector, thus enabling young entrepreneurs to gain practical skills that are in demand across borders. Through partnerships with local businesses and international organizations, the project facilitates internships and apprenticeships, creating a pathway for young people to enter the workforce and expand their businesses regionally [6].

Despite the success of these initiatives, young entrepreneurs in the South Caucasus still face several challenges when it comes to cross-border collaboration. Political tensions between countries in the region, particularly between Armenia and Azerbaijan, can hinder efforts to establish strong economic partnerships. Additionally, the lack of infrastructure and logistical challenges can complicate cross-border trade and collaboration.

However, international organizations such as the EU and GIZ are working to mitigate these challenges by fostering dialogue and building the necessary infrastructure for collaboration. The EU’s focus on promoting regional integration through its Eastern Partnership initiative provides a critical framework for overcoming these obstacles. By focusing on entrepreneurship and economic development, the EU is helping to create a more stable and prosperous region, where young entrepreneurs can thrive.

Furthermore, the rise of digital platforms has created new opportunities for cross-border collaboration. Young entrepreneurs in the South Caucasus can now leverage online tools to reach international markets, find partners, and access funding. Initiatives like the EU4Business project emphasize the importance of digital skills and e-commerce, providing young entrepreneurs with the resources they need to expand their businesses beyond national borders.

Azerbaijan, with its wealth of natural resources and strategic position in the South Caucasus, has made significant economic strides over the past few decades. However, despite these advancements, the country continues to grapple with the persistent challenge of unemployment. This issue, deeply intertwined with the broader economic landscape, presents complex realities that require nuanced solutions. In this analysis, we explore the current state of unemployment in Azerbaijan, examining the underlying causes, recent trends, and potential strategies for improvement.

Unemployment in Azerbaijan, while officially reported at 6.4% in 2023, reflects a broader spectrum of issues that affect various segments of the population differently. According to the State Statistical Committee of Azerbaijan, the rate is significantly higher among women and young people, with youth unemployment particularly concerning at around 14% [1][2]. This disparity highlights a critical challenge in Azerbaijan’s labor market: the difficulty young people face in securing stable employment after completing their education. This challenge is often attributed to a mismatch between the skills provided by the education system and the actual demands of the labor market, especially in rapidly growing sectors like information technology (IT) and high-tech manufacturing.

Geographically, unemployment in Azerbaijan is not uniformly distributed. The capital, Baku, enjoys relatively lower unemployment rates, bolstered by its diverse economy and concentration of services and industries. In contrast, rural regions, particularly in the southern and western parts of the country, face much higher rates of unemployment [3]. These regions have struggled to keep pace with the economic growth seen in urban areas, largely due to limited infrastructure, less access to markets, and the decline of traditional industries like agriculture and small-scale manufacturing.

The economic shifts in Azerbaijan over the last few years have played a significant role in shaping the unemployment landscape. The country’s economy, heavily reliant on oil and gas, has experienced turbulence due to fluctuating global oil prices. The slowdown in the oil sector has led to job losses, not only directly in energy-related fields but also in industries that depend on oil revenues, such as construction and retail. As reported by the Baku Research Institute, this downturn has had a ripple effect across the economy, exacerbating unemployment in multiple sectors [4].

However, it is not all bleak. There have been encouraging developments in Azerbaijan’s non-oil sectors, particularly IT, agriculture, and tourism. The government’s strategic push towards economic diversification has begun to yield results, creating new employment opportunities. The IT sector, for instance, has seen a rising demand for skilled professionals, offering new avenues for young graduates [5]. Similarly, efforts to modernize agriculture, though still in the early stages, have started to provide more stable employment in rural areas. The growth in tourism, recovering from the setbacks of the COVID-19 pandemic, also holds promise for job creation, particularly in regions with natural and cultural attractions.

Despite these positive trends, Azerbaijan faces enduring challenges in reducing unemployment. The skills mismatch remains a significant barrier. Many young people leave the education system unprepared for the demands of the labor market, particularly in sectors that require specialized technical skills. This issue is compounded by gender disparities, where cultural norms and limited access to childcare and flexible work arrangements restrict many women from participating fully in the workforce [2]. Additionally, the prevalence of informal employment, especially in rural areas, presents a challenge to accurately measuring and addressing unemployment. Informal jobs, often low-paid and unstable, do not provide the social protections that come with formal employment, leaving many workers vulnerable.

Addressing these challenges requires a multi-faceted approach. There is a clear need for educational reform to better align with market needs, particularly through enhanced vocational training and technical education that equips students with practical, in-demand skills. Gender disparities in employment can be tackled by improving access to childcare, promoting flexible work arrangements, and supporting women entrepreneurs. Furthermore, transitioning the informal economy into the formal sector would improve job security and access to social protections for a larger segment of the population.

Azerbaijan’s regional disparities also need targeted interventions. Investing in infrastructure in rural areas, improving access to markets, and supporting local industries could help reduce the urban-rural divide in employment opportunities. Programs that encourage rural entrepreneurship and modernize agriculture are crucial for creating sustainable jobs outside of urban centers.

Economic diversification remains central to Azerbaijan’s strategy for reducing unemployment. By continuing to expand non-oil sectors such as IT, agriculture, and tourism, the government can create more resilient and diverse job opportunities. The ongoing development of startups and small to medium-sized enterprises (SMEs) in these sectors, supported by government incentives, will be key to driving job creation and economic growth.

In conclusion, while Azerbaijan has made progress in addressing unemployment, significant challenges remain. The country’s labor market is shaped by complex dynamics, including a skills mismatch, regional disparities, and the pervasive issue of informal employment. However, by focusing on education reform, gender equality, regional development, and economic diversification, Azerbaijan can create a more inclusive and dynamic labor market. These efforts are essential not only for reducing unemployment but also for ensuring sustainable economic growth and improved quality of life for all Azerbaijanis.

References

State Statistical Committee of Azerbaijan (AzStat).
Unemployment in Armenia: Current Challenges and Trends

Unemployment in Armenia continues to be one of the most pressing socio-economic challenges, especially among the youth. Despite numerous reforms and initiatives aimed at fostering job creation, the country’s labor market still faces structural issues. This article explores the current unemployment situation in Armenia, using real data to highlight trends, the impact on various demographics, and potential solutions.

Current Unemployment Data

Armenia’s unemployment rate has remained persistently high in recent years, with fluctuations depending on economic cycles and external shocks. According to Trading Economics, the unemployment rate in Armenia was 12.8% in 2023, showing a slight decrease compared to previous years but still indicating significant labor market challenges. This figure reflects the general unemployment situation, which includes both long-term and short-term unemployed individuals.

In particular, youth unemployment is a significant issue in Armenia. Data from Statista shows that the youth unemployment rate in Armenia reached a staggering 31.6% in 2022, making it one of the highest rates in the region. This high rate of joblessness among young people poses serious concerns for the country’s economic future, as it indicates a large portion of the population is unable to contribute productively to the workforce during their most active years.

The World Bank confirms that unemployment in Armenia has been consistently high over the past two decades, with the average rate hovering around 15%. This places Armenia among the countries with the highest unemployment rates in the Europe and Central Asia region. Moreover, structural weaknesses in the Armenian economy have led to a situation where even those who are employed often work in informal or low-wage jobs, which limits their economic mobility and financial security.

Factors Contributing to High Unemployment

Several factors contribute to the high unemployment rate in Armenia, including the mismatch between education and labor market needs, limited job opportunities in rural areas, and systemic economic challenges.

One of the critical issues is the skills mismatch in the labor market. The Armenian education system has not been fully aligned with the needs of the modern economy, leading to a surplus of graduates in certain fields while emerging sectors, such as IT and engineering, struggle to find qualified workers. This disconnect has exacerbated the unemployment problem, particularly among the youth, who often find themselves unprepared for available jobs.

Furthermore, the informal economy plays a significant role in Armenia’s labor market. While informal employment provides income for many, it also creates instability, as these jobs often come without social protections, benefits, or long-term career prospects. Informal work is particularly prevalent in agriculture, where many individuals work without formal contracts or job security, making it difficult for the government to accurately track employment figures and provide targeted support.

In addition, regional disparities in employment opportunities have exacerbated the unemployment problem. Most job opportunities are concentrated in Yerevan, Armenia’s capital, while rural areas suffer from limited employment options. This urban-rural divide forces many people to migrate to the capital or abroad in search of work, leaving rural regions economically underdeveloped.

Impact of Youth Unemployment

Youth unemployment in Armenia is a major socio-economic challenge, affecting not only the present but also the future prospects of the country. According to Statista, the youth unemployment rate reached 31.6% in 2022, significantly higher than the overall unemployment rate. This disparity suggests that young people, particularly recent graduates, face substantial difficulties entering the labor market.

One contributing factor is the lack of vocational training and skills development programs tailored to the needs of modern industries. Many young Armenians leave school without the practical skills required to succeed in fields like technology, engineering, or advanced manufacturing. The education system’s focus on theoretical knowledge, rather than hands-on, market-relevant skills, has led to a large number of young people who are unemployed or underemployed.

Additionally, many young Armenians seek employment abroad, leading to a brain drain, which further depletes the country of its most talented and educated workforce. This outmigration exacerbates the unemployment problem, as the domestic market fails to retain skilled workers, leaving gaps in essential sectors.

Recent Trends and Government Initiatives

Despite these challenges, there have been some positive trends in Armenia’s labor market in recent years. The government has implemented several initiatives aimed at tackling unemployment, particularly among the youth.

One notable initiative is the government’s focus on IT and digital skills training. Recognizing the potential of the IT sector, the Armenian government has partnered with various international organizations and private companies to promote training programs that equip young people with the skills needed to enter this growing field. These efforts have helped create new job opportunities in tech startups and IT services, which have shown resilience and growth even during economic downturns.

The Armenian government has also prioritized rural development programs aimed at creating job opportunities outside of Yerevan. By investing in agriculture, infrastructure, and tourism, these programs seek to stimulate economic activity in rural areas and reduce the urban-rural employment gap.

Long-Term Solutions

To effectively address unemployment in Armenia, a multi-pronged approach is needed. Education reform is essential, particularly in aligning vocational training and higher education with the demands of the labor market. By focusing on practical skills and expanding access to vocational programs, Armenia can better prepare its youth for the workforce.

The promotion of entrepreneurship is another critical avenue for job creation. Encouraging young people to start their own businesses through grants, training, and mentorship can help alleviate some of the pressure on the formal job market. The government and private sector should collaborate to create a supportive ecosystem for startups, particularly in sectors like technology, tourism, and agriculture.

Finally, addressing the urban-rural divide through targeted investment in infrastructure, job creation, and education in rural areas will be key to reducing unemployment and fostering balanced economic growth across the country. Programs that focus on sustainable agricultural development, renewable energy, and rural tourism could help revitalize these regions and provide long-term employment opportunities.

Unemployment in Georgia: Current Trends, Challenges, and Solutions

EU4Youth Team, Apr 1, 2024

Unemployment in Georgia has long been a significant socio-economic issue, presenting challenges for both policymakers and citizens alike. Despite numerous reforms and efforts to improve the labor market, the country continues to grapple with high unemployment rates, structural inefficiencies, and disparities across different regions and sectors. This article examines the current state of unemployment in Georgia using data from reliable sources and explores trends, contributing factors, and potential solutions.

Current Unemployment Data

As of 2023, Georgia’s unemployment rate remains relatively high compared to global and regional standards. According to Geostat, Georgia’s national statistics office, the unemployment rate in the country stood at 15.6% in 2023, marking a slight improvement from previous years, but still reflecting persistent challenges in the labor market. For comparison, data from Trading Economics indicates that the unemployment rate has fluctuated between 12% and 18% over the past decade, with notable spikes during periods of economic instability and external shocks.

Moreover, the World Bank reports that Georgia’s unemployment rate remains one of the highest in the Europe and Central Asia region. Historical data shows that the unemployment rate has seen little improvement over the past two decades, with the average rate hovering around 14-15% during this time. This suggests that despite various reforms and initiatives aimed at job creation, the structural issues within the Georgian labor market have not been fully addressed.

Factors Contributing to High Unemployment

Several factors contribute to the persistently high unemployment rate in Georgia, including structural weaknesses in the economy, a mismatch between the supply and demand for labor, and limited opportunities in certain sectors. One of the key challenges is the mismatch between skills available in the labor force and the demands of the modern economy. Georgia’s education system has struggled to align its output with the needs of the labor market, leading to a surplus of workers with outdated skills and a shortage of qualified personnel in emerging industries like IT, engineering, and healthcare.

Another significant factor is the informal economy, which accounts for a large portion of employment in Georgia. While many individuals are technically employed, they work in low-wage, informal jobs that offer little job security or career progression. According to Geostat, the agricultural sector remains one of the largest employers, absorbing about 40% of the total workforce, but much of this employment is informal and characterized by low productivity. This imbalance between formal and informal employment contributes to the high overall unemployment rate and limits economic mobility for many workers.

Additionally, regional disparities in employment opportunities exacerbate the unemployment problem. Tbilisi, the capital, has relatively better employment rates and economic opportunities compared to rural areas, where access to jobs and business opportunities is more limited. This urban-rural divide continues to pose a challenge for the government as it works to create more balanced economic development across the country.

Recent Trends and Improvements

Despite the challenges, there have been some positive trends in recent years. The World Bank has noted a gradual improvement in labor market conditions, driven by economic growth in sectors such as tourism, finance, and real estate. According to Trading Economics, the unemployment rate decreased from 17.6% in 2020 to 15.6% in 2023, reflecting the impact of economic recovery efforts. Georgia’s government has implemented several programs aimed at supporting small and medium-sized enterprises (SMEs) and encouraging job creation, particularly in the tourism and hospitality sectors, which have been key drivers of growth.

Additionally, the Georgian government has introduced vocational training and professional education programs designed to address the skills mismatch in the labor market. For example, initiatives aimed at promoting IT education and vocational training in technical fields have seen increased participation, particularly among young people. These efforts are gradually helping to bridge the skills gap and provide workers with the qualifications needed in the evolving economy.

Long-Term Solutions to Address Unemployment

To effectively address the issue of unemployment in Georgia, a multifaceted approach is required. Education reform remains critical, particularly in aligning educational outcomes with labor market demands. By improving vocational and higher education programs and focusing on emerging sectors like technology, engineering, and renewable energy, Georgia can better prepare its workforce for future job opportunities.

Encouraging foreign investment and supporting entrepreneurship are also essential strategies for job creation. The government’s efforts to improve the business climate and attract foreign investors have shown some success, but more needs to be done to support innovation and growth in key industries. Initiatives aimed at providing financial support and mentorship for startups, particularly in technology and creative sectors, could help drive job creation and economic diversification.

Finally, addressing the urban-rural divide is crucial for achieving more equitable employment opportunities across the country. By investing in infrastructure, education, and business development in rural areas, the government can help create more jobs outside of Tbilisi and reduce migration to urban centers. Programs focused on rural development, agricultural modernization, and tourism promotion could play a key role in fostering economic growth and reducing unemployment in these regions.

Conclusion

Unemployment remains a pressing issue in Georgia, driven by structural weaknesses, a skills mismatch, and regional disparities in job opportunities. While there have been some improvements in recent years, particularly with the reduction of the unemployment rate and the growth of certain sectors, much work remains to be done. By focusing on education reform, supporting entrepreneurship, and addressing regional disparities, Georgia can make further strides toward reducing unemployment and fostering sustainable economic growth.

Structural Barriers to Youth Entrepreneurship

One of the primary barriers faced by young entrepreneurs in the South Caucasus is limited access to finance. In Georgia, for example, small and medium-sized enterprises (SMEs) struggle with securing loans due to stringent collateral requirements and high-interest rates. According to a report by the International Labour Organization (ILO), access to finance remains a critical bottleneck for young entrepreneurs in the country, as banks are often reluctant to extend credit to inexperienced or young business owners. Many young entrepreneurs are forced to rely on personal savings or informal loans, which limits the scalability of their ventures.

In Armenia, similar challenges exist. As noted in a study on entrepreneurship in the region, Armenian entrepreneurs also struggle with a lack of affordable credit and venture capital, particularly for startups and SMEs. The banking sector is highly concentrated, and interest rates are often prohibitively high for new businesses. Furthermore, the absence of a robust venture capital culture means that innovative startups often find it difficult to secure early-stage funding.

Political and Regulatory Challenges

Political instability and regulatory unpredictability have long hindered entrepreneurial activity in the South Caucasus. In Armenia, despite some improvements in the business environment, corruption and inconsistent enforcement of regulations remain major concerns. A report on entrepreneurship in Armenia noted that the lack of legal protections for property rights and the arbitrary application of tax laws create an uncertain environment for new businesses.

In Georgia, while significant strides have been made in improving the ease of doing business, many challenges persist, particularly for SMEs. The World Bank’s Ease of Doing Business Index has consistently ranked Georgia highly, but beneath these rankings lie systemic problems, such as a lack of access to credit and a disconnect between government reforms and the realities faced by entrepreneurs on the ground. A significant portion of Georgia’s economy is informal, with many individuals engaging in “survival entrepreneurship,” where starting a business is more about survival than opportunity.

Cultural and Educational Gaps

A critical challenge in fostering entrepreneurship in the South Caucasus is the cultural and educational gap. Entrepreneurship education remains underdeveloped in many parts of the region. According to research by the International Labour Organization (ILO), entrepreneurship is not widely promoted within the formal education systems of Georgia, Armenia, and Azerbaijan. In Georgia, for example, educational institutions do not systematically incorporate entrepreneurship into their curricula, leaving many young people without the necessary skills to start and sustain a business.

This lack of entrepreneurial education is compounded by cultural attitudes toward risk-taking and business failure. In many parts of the South Caucasus, failure is stigmatized, and there is little support for individuals who take entrepreneurial risks. This cultural perception discourages young people from pursuing entrepreneurial ventures, further limiting the region’s entrepreneurial ecosystem.

The Role of Corruption and Market Inefficiencies

Corruption continues to be a significant barrier to entrepreneurship in the South Caucasus. While Georgia has made substantial progress in reducing corruption through various reforms, challenges remain. According to the ILO report on youth entrepreneurship in Georgia, corruption at the local level, particularly in areas like land registration and licensing, still poses challenges for small businesses.

In Armenia, the problem is even more pronounced. Corruption in both the private and public sectors creates barriers for young entrepreneurs, particularly when it comes to navigating the bureaucratic processes required to start a business. These challenges are exacerbated by the lack of clear and transparent regulations, which often force entrepreneurs to seek informal solutions, further entrenching the culture of corruption.

Potential Solutions and Reforms

Addressing the challenges faced by young entrepreneurs in the South Caucasus requires comprehensive reforms. One potential solution is improving access to finance by encouraging the development of microfinance institutions and venture capital funds tailored to young entrepreneurs. Governments in the region could also provide financial incentives for banks to lend to startups, such as loan guarantees or interest rate subsidies.

Enhancing entrepreneurial education is another crucial reform. Integrating entrepreneurship into school and university curricula could equip young people with the skills and mindset needed to succeed in business. Programs that offer mentorship, internships, and real-world business experience would also be beneficial in bridging the gap between education and practical entrepreneurship.

Finally, reducing corruption and improving regulatory frameworks are essential steps toward creating a more conducive environment for entrepreneurship. Governments in the region should prioritize transparency, streamline regulatory processes, and enforce laws consistently to reduce the burden on small businesses. By addressing these structural challenges, the South Caucasus can unlock the potential of its young entrepreneurs and drive economic growth.

Conclusion

The South Caucasus presents both opportunities and challenges for young entrepreneurs. While there is no shortage of ambition and potential, the barriers to success are substantial. By focusing on reforms that improve access to finance, enhance entrepreneurial education, and tackle corruption, the region can create an environment where young entrepreneurs can thrive. The role of international organizations, such as the ILO and World Bank, will continue to be vital in supporting these reforms and fostering a vibrant entrepreneurial ecosystem in the South Caucasus.

References

International Labour Organization (ILO).
The Importance of Youth Entrepreneurship Education

In the EaP countries, young people often face significant challenges when attempting to start their own businesses. These challenges include limited access to financing, a lack of business networks, and educational systems that do not adequately support entrepreneurial learning. Addressing these challenges requires innovative approaches that go beyond traditional education, fostering a dynamic entrepreneurial ecosystem.

Academic research consistently demonstrates that entrepreneurship education significantly enhances the entrepreneurial intentions and capabilities of young people. For instance, a study published in the Journal of Business Venturing found that students who participated in entrepreneurship education programs were 20% more likely to launch their own businesses compared to their peers who did not receive such training. This education equips young people with the necessary skills to identify business opportunities, assess risks, and navigate the complexities of business management, which are crucial for developing entrepreneurial competencies.

The relationship between entrepreneurship and economic growth is well-documented in academic literature. Economists argue that entrepreneurship stimulates job creation, drives innovation, and increases productivity, all of which are key drivers of economic development. This is particularly important in the Eastern Partnership countries, where entrepreneurship can serve as a crucial mechanism for economic diversification and resilience.

The EU’s Strategic Focus on Entrepreneurship Education

Recognizing the importance of entrepreneurship education in driving economic growth, the European Union has strategically focused on enhancing entrepreneurship education across its member states and neighboring regions, including the Eastern Partnership countries and the South Caucasus. The EU’s investment in projects like Erasmus+ Capacity Building in Youth, YEAs for the Future, and the EU4Youth initiative reflects a broader commitment to leveraging entrepreneurship education as a tool for economic development.

This strategic focus is supported by academic findings that underline the long-term benefits of entrepreneurship education. For example, research funded by the European Commission has shown that countries with robust entrepreneurship education programs tend to have more vibrant startup ecosystems and stronger economic performance. This research underscores the rationale behind the EU’s emphasis on entrepreneurship education as a means to achieve sustainable economic growth and social inclusion.

Noteworthy Projects and Their Impact

1. YEAs for the Future (Armenia, Ukraine)

The “YEAs for the Future” project, funded under Erasmus+ Capacity Building in Youth, has made significant strides in promoting entrepreneurship among young people in Armenia and Ukraine. This project focuses on establishing Youth Entrepreneurship Academies (YEAs) that provide intensive, hands-on training in business development, financial literacy, and innovation.

Key Lessons Learned:

– Practical Experience is Essential: The YEAs emphasize practical training over theoretical learning. Participants develop real business plans, which they pitch to investors, gaining valuable feedback and learning how to navigate the real-world challenges of entrepreneurship.

– Mentorship is a Game-Changer: Pairing young entrepreneurs with experienced mentors has proven to be a critical success factor, offering guidance, industry insights, and moral support that is invaluable during the early stages of business development.

2. Youth Entrepreneurship Support and Education Project (YES-Georgia)

The YES-Georgia project, funded by USAID, is another standout initiative that seeks to foster a culture of entrepreneurship among young people. The project provides a comprehensive entrepreneurship curriculum integrated into secondary and vocational education systems across Georgia. It also includes a business incubator program that supports young entrepreneurs with training, mentoring, and seed funding.

Key Lessons Learned:

– Integration into Formal Education: By embedding entrepreneurship education into the formal school curriculum, YES-Georgia has helped normalize entrepreneurship as a viable career path from an early age.

– Incubator Programs Create Sustainable Businesses: The project’s incubator component has been particularly successful in supporting the growth of sustainable businesses, demonstrating the effectiveness of combining education with direct business support.

3. Startup Armenia Foundation and Sevan Startup Summit (Armenia)

The Startup Armenia Foundation, through initiatives like the Sevan Startup Summit, has become a hub for young entrepreneurs in Armenia. The summit brings together startups, investors, and mentors in an informal camp setting, fostering a collaborative environment where ideas can be exchanged freely.

Key Lessons Learned:

– Networking is Key: The summit’s informal setting encourages networking and collaboration, which are crucial for young entrepreneurs who may lack extensive business networks.

– Access to Investors: Bringing investors into direct contact with young entrepreneurs helps demystify the investment process and increases the likelihood of securing funding.

4. Junior Achievement Azerbaijan: Promoting Entrepreneurship Education

One of the most notable programs supporting youth entrepreneurship in Azerbaijan is Junior Achievement Azerbaijan (JAA), a leading nonprofit organization dedicated to providing young people with entrepreneurship education. Founded in 1998, JAA focuses on developing entrepreneurial skills through hands-on educational programs in schools, universities, and vocational institutions. The organization aims to inspire and prepare young people to succeed in the global economy by equipping them with the knowledge and skills necessary to become entrepreneurs.

JAA’s programs are designed to foster financial literacy, business planning, and innovation among young people. These programs often involve collaboration with local businesses and international partners, providing students with real-world experience and exposure to the challenges of running a business. As of 2023, JAA has reached over 300,000 studentsacross Azerbaijan, empowering them to develop entrepreneurial mindsets and turn their ideas into viable businesses [1].

One of JAA’s flagship programs is the Company Program, which teaches high school students how to create and manage their own businesses. Students participate in business simulations, develop business plans, and present their projects to industry professionals. This practical approach to entrepreneurship education helps students gain a deep understanding of how businesses operate and the skills needed to succeed in a competitive market.
